Peel the potatoes. Cook the peas on slow boil in 1 quart of water for 30 minutes. Add the potatoes, and enough hot water to cover. Boil 20 minutes more. Add the green beans and butter, simmer until the beans are tender, about 10 minutes. Add the evaporated milk. Mix together the flour and the water to make a paste. Add the paste to the liquid a little bit at a time to make a cream sauce. Season, cover and remove from heat. Let stew for 10 minutes.
